ah, then that is the problem. you need to gently unroll it. try grasping the sheath and pulling it back to try and unroll it further exposing the penis. if you need to you can use your other hand to hold the base of the penis bone to keep it in place while you unsheath the penis. yes i know this sounds gross and your probably wondering why i know how to do this. LOL i was a vet tech for years and had to do this to catheterize male dogs.

once you fix the problem you should make sure that you keep his sanitary area shaved so that hair doesn't get caught on the penis again causing it to stay out
