From what you state in your first post, you got your Yorkie very early...8 weeks? 8-12 weeks of age is a key time frame for socialization skills learned by the pup staying with the mom and littermates. Your little one missed out on that, so you have to factor in a 'learning curve' for her.
Give her time, she'll come around. 13 weeks is way too young to be throwing in the towel.
