I went to puppy course with my other yorkie Snickers.. he was not so cuddly in the beginning,. and cpuld be pretty stuborn, but he was a very fast learner.. and when i took time to sit one on one with him and every day a 20 min training he did soooo much better.
your baby is very small too and i got snickers when he was 8 weeks too. very young., but in the Netherlands its normal.
Be patient.. and remember she is only 13 weeks.
Sometimes it also helps when you ignore her not to pick her up.
Then in my expericence.. they come to ou to get the attention.
Reward her when she is relaxed on your lap with a small tread.. (just her food or something) and also praise her when she is coming to you.

They are very smart.. and I know for sure you will love everyday more and more. some babies take more time.. but at the end it worth it to have the patient.
