yes dogs can get hives - my dd has had them twice. ONe time we think she licked dh cologne on his neck and she broke out within an hour. Usually it is an immediate reaction to something

She also got hives 17 days in on an antibiotic called simplicef so they can get it from an accumulation of an antibiotic in their system

Sounds like allergies.

rinse the paws any time he comes in. You can get a tupperware container that is flat and put water in it and dip all 4 paws when you bring him in from outside and dry them off. Any time dd starts licking her paws like that we take her to the sink and rinse the paws.
