Default It's too cold to pee pee

I have had a completely potty trained yorkie for several months now....until yesterday...when it started to rain...and get very windy...

She WILL NOT potty outside. Period. She is putting her foot down. She sits at my feet and looks at me like "I'll go if you go." Seriously, I have to just laugh at her.

Today I kept her gated in the kitchen with me so she couldn't slip away and pee pee on the carpet. She went hours and hours without going potty and several attempts of us getting soaken wet outside. She finally went after the rain died down. We have one of those outside dog pens but don't have a tarp on the top of it right now. I'm going to make my husband get one at the store tomorrow, maybe she will do better if we have that.

How do yorkies that live in the snow handle this? We live in California and cold to us is 50 degrees. She was dressed in a nice warm sweater and still shivered like you wouldn't believe. I guess this is a good reason to train to potty pads huh?
