I agree with this and there is a special Nature's Miracle made for hard surfaces. Natures Miracle Hard Floor Stain & Odor Remover Dog Products - GregRobert

Natures Miracle contains an enzyme that gets rid of the protein in urine, it doesn't just mask the smell; the enzymes actually eat the protein, which causes the smell and also causes the dog to return to the spot. Bleach only kills bacteria it doesn't get rid of the protein, so a dog will return to the spot.

Yes, if your grout is absorbing any liquid it needs to be resealed. First do a through cleaning.
