My vet dose do this. she is a great lady and will charge you something $80 if you come in with a complaint or want to put your dog down for no reason.
if your dog is sick or in pain then she will charge $5 for the medical waste disposal i only know because when our sheltie got old(almost 15) we asked her about it our dog was in a lot of pain and she could hardly breath the vet said she would give her a muscle relaxant and see if it helped she told us if we id not want to give her medicine it would be $80 well we took her home and gave her the medicine and she made it another 3 months
when she could not stand up and she was struggling to breath we took her back in and the vet charged us $5 to put her down
when we asked her about the astronomical difference she told us she dose not put down healthy dogs i would imagine there are a lot of vets who do this without you knowing
she said she sends the dogs and cats to a shelter in Utah wear they always find homes
