I'm not sure how to help with the problem but I can tell you putting him in "time out", yelling at him, and smacking him on the butt doesn't help.

He doesn't know what the time out is for.
Yelling at him isn't going to help because he is a dog, and he doesn't know what you are saying or why you are yelling. I read somewhere that yelling can make a problem worse.
And smacking him will never work. It will also probably have a negative affect on him rather than a positive one.

He needs training. Positive reinforcement training. I can't exactly help with your problem but I'm sure someone here will give you some tips!
