Hm... is it possibly submissive/excitable urination? It's much easier for dogs to hold it when they are not moving around (just like for people). If she tends to pee when you approach her, it may be a submission signal.

I wonder also if she doesn't want to leave you for long enough to go to the bathroom. That's a big reason I decided to go with potty pads for Thor. He had this terrible habit of peeing while playing -- he'd be running around, and stop for .00000001 seconds for a little squirt, and then keep going. I didn't think I'd be able to teach him to stop playing long enough to get taken outside, but now he can just run over to his potty pad without bringing the fun to a halt.
