Could be either.
When does he throw up? is it before he has eaten? does he eat well?
If he is not eating well, you may want to try something that is more appealing to him, like canned food, for a few days to see if this changes anything.
If he continues to throw up, then you may want to take him to the vet.
How old is he? what kind of food does he eat and how much/how often?
