The vet probably said that because a good number of them don't think it's necessary at all for young dogs. So yearly bloodwork would be considered more than enough by them.
I don't think there is a time limit on blood work because every vet and owner is comfortable with different things. Things can change from day to day. Infections can develop, etc. So IMO, a year is way too long.
