I think it's his way of telling them they are too rough, as others have said. Seems like the girls aren't listening. Have you thought about throwing more than one toy? When I'm playing fetch with my three, I put a bunch of toys near me, pick up three and squeak at the dog I want to fetch it, then throw them one right after the other. If you squeak, throw, squeak, throw, squeak, throw, you get their attention right away, in my experience anyway.
