Her Yorkies are 5 and 3 and have had tear stains as long as I've known them.

That's funny, when I changed Joey's food from RC to Blue Wilderness, he got excessive tearing and stains, and we switched back to Royal Canin and it cleared up. I think in some cases an allergy to a food ingredient can cause it, and of course puppies have it due to teething, and that may clear on it's own. Here's a good link:
