Yes, he most probably *can* impregnate her at this point, but shoudln't. He's still a bit young and needs to mature fully. Until he has reached adulthood and you have had a chance to get him evaluated and tested, you have no idea if he is a quality representation of the breed that *should* be bred.

Not true. Generally, males drop very early--before they even leave the breeder. An 8-12 week old pup is not going to be able to impregnate a female. Also, males that have undescended testicles can still sire litters.
