Default Breeding without tying?

Is it possible to have dogs successfully breed without tying? Over the weekend we got Chloe to mate with my cousins miniture Daschund. We let them alone in the room together, and the first day (as far as we can tell) was just more sniffing/licking and getting used to each other. Today they brought him up again for about 4 hours, and when we went to let them out (thinking that nothing had happened) we noticed a few wet spots on the floor, then found the dogs mating just outside the door. From what we saw the dogs never tied, and because she is a little taller than him he also had some trouble reaching the target, but he did manage to "get it in" (for lack of better term) a few times and there was a wet spot on the floor when he pulled it out. That being said, no one had checked on the dogs for a half hour to 45 minutes before this, so there is a slight chance that it could have happened before. So here are my two questions:

If they did manage to successfully breed and tie, would they have still been after each other after we let them out?

Is it possible for them to successfully breed without tying?
