Very sad, but maybe it was for a reason. You know your friend has little time and as you said they were inseparatable. Although, hard maybe she can look at it as if God brought her fur buddy first, so he could be there to welcome her to heaven when it's her time to arrive. I lost my mom four weeks on Wednsday and my uncle (Who my parents were very close with) a week prior to my mom. It was a double heartache, but many have said that Uncle Dave went first to so he'd be there to welcome mom when she arrived. I'm really sorry for your friend, for you and for everyone involved.
