What drives the marking habit is the hormones. Hormones don't automatically disappear when you have them neutered. It takes a few weeks for the hormones in their body to get out of their system. But, the longer he stays intact the longer he will have hormones driving the behavior. Neutering with the addition of training, and consistency will help eliminate the behavior.
Like Maximo said, belly bands help. Just don't use them as a band aid to cover up the problem.
