There's a big red flag to me...if a year has passed since this diagnosis she may have something "new" going on that's causing the nonstop whining.

Two more red flags are these, whining while eating & sleeping!

Please take her in to see your Vet and if you are not satisfied with his conclusions find another Vet or Specialist.
