Unhappy Dog's Whining is driving me CRAZY!!!!

I have three Yorkies. My two girls are ten and the boy is 8. One of the girls has lost her sight due to an untreatable genetic disorder. The vet assured me that she would adapt well to blindness. It's been about a year, and she whines constantly. From the moment we get up in the morning until bedtime. Sometimes even while she's eating and sleeping. She does not seem to be in pain and has a clean bill of health from the vet. She was always a verbal dog, but the whining is now constant and driving me crazy. I am convinced that she is miserable and is not at all adapting to being blind. She is also the alpha dog - not sure if this has anything to do with it or not. I have tried ignoring her, paying more attention to her, scolding her, nothing seems to work. I don't know how to help her. Any suggestions?
