9 weeks is way to young to tell anything. Even if they are up by then, when they are teething, the ears flop down sometimes. You can tape, and trim the ear hair down to make them lighter, and massage the ears to help them stand. The how to guide is somewhere on this forum. If not, ask the breeder, they should know how to do this.
