Max is very young and he has not had all his shots. I would not take your pup outside, especially not around where other dogs might be or have been.
I would start with piddle pads. You can always ultimately train Max to be a strictly outdoor pottier. Piddle pad training will not hinder outdoor training.
Max may be one of those dogs who likes privacy when he poops.
