I am not in the business of giving the public "what they want". It is about the pups, not the people. IMHO letting a pup go on a spay/neuter contract is putting it at risk. A BYB will not care about a few dollars that he/she will not recoup. They will be looking at getting a cheap dog and making money with it.
The general public is getting all of the puppies they need from breeders and turning around and dumping them in shelters.
