Like I said. IF. I do know that you're right, not all rescues work the same. Some do release puppies with a spay/neuter agreement. That makes sense because puppies are placed sooner than an adult dog. This leaves more space for the harder to place dogs. The general public wants puppies more than they want an adult dog. I wouldn't say no to a puppy!
