I don't know how the vaccinations work over there, but in the UK we can have one shot at 8 weeks and another 2 weeks later and then take them out 2 weeks after that. Sounds like your procedure is totally different over there.
Until then you shouldn't put your pup down
anywhere where unvaccinated dogs may have been...or rats, etc.
What I did, though (as is recommended over here), is take her out in a carrier (not letting other dogs approach too closely) and took her to as many different places as I could to socialise her. Also, our vets often run puppy socialising classes where unvaccinated pups can meet in a safe place and have a good old play together. That helps them become socialised with other dogs while their movements are restricted.
I'm also lucky as I have a yard to let her out in so she's done fantastically with house training. I didn't want to use the pads either, but as you have nowhere safe to take your pup where you can't guarantee that unvaccinated dogs have been, I don't see that you have a choice. Good luck.
