Does your pup appear to want privacy when he poops? If it isn't a privacy issue, then try the following: make sure pads are changed often (my boys like fresh pads for plenty of "dancing room" for poopies ).

If he poops off of the pad, move the poop to the pad and show/tell him that it goes on the pad. Do this nicely and don't scold. Then show him how you dispose of the pad/poop.

When he potties in the correct place, pad or outside, praise profusely. Throw a party! Never stop praising. Perhaps give a small treat to encourage the correct behavior. For poops, maybe include a short play session as a reward.

If you would prefer to work on outdoor training, start moving the pad toward the door. Try to keep to a regular feeding and walking/outdoor potty break schedule. Structure will help set your dog up for success. Take a look at the bell notification thread in this section.

Restrict your dog's freedom of movement in your home until his potty habits improve. Keep him in one room/area where he can be supervised closely. It's like working with a new puppy.
