Perhaps you could try to find a friendly, small dog in your area to arrange play dates to let him start getting used to being around other dogs. Then slowly add another dog, and another ...etc before you try the dog park again.
That is a wonderful idea. He probably feels overwhelmed at the dog park, not to mention the bullies he encounters.
