My 2 boys are pad trained, and they potty outdoors as well.

Put the pads in designated areas where they are readily available to your dogs. Use scented disposable pads or washable pads sprayed with the scent attractor so that the dogs don't confuse piddle pads with area rugs, doormats.

Every time your dogs potty in the correct place, pad or outdoors, praise them profusely and maybe offer a small treat (I use a single kibble). Never stop giving praise.

Change the pads often. My picky boys prefer a fresh pad for poopies.

Having a schedule, structure helps with good potty habits. Lots of regular walks help too. My boys always have their pads available. I don't know if anyone successfully switches back and forth between strictly outdoor potties to pad and outdoors.

There have a few threads on bell training. I don't have personal experience with bell use, but I know quite a few members have had great luck training their dogs.
