You just might have a female dog somewhere in your neighborhood, or the next, who is in heat and your boy is feeling very male and letting you know it. It does sound like marking and if it is and you just have to breed him, then I suggest you get a few belly bands, weanie wrappers, or whatever you want to call them. I frankly never bother trying to work with a male intact dog I get to foster until after he has been neutered. Until then, I keep a belly band on the dog.
However, if this a sudden thing and he has always been good, then there could be a medical reason.
