We actually had a problem with this recently on our military base. Someone was putting antifreeze in bowls and leaving them around the base housing, and a kid found a bowl when he was out walking his dog. I dont think they found who was doing it, but once the notice was posted to stop trying to kill the strays before they killed someone's pet it stopped. People can really be horrible.
