i can't really tell what they did the last time because the pictures don't show her whole body. When the groomer said she had thin hair and didn't want to bald her, she might have meant that if she did a really short puppy cut you'd be able to see her skin because her hair is sparse, but i'm not sure. I haven't seen this on a young yorkie after being shaved.
also i find it hard to do a shaggy puppy cut on a silky coat. its always just going to lay down flat and not stick up or out to make it shaggy/fluffy. her head can be trimmed into the "teddy bear" or short round head but again you need to remember that her hair is very silky and won't fluff out.
here is a picture of mine. she has a cotton coat and her hair does do the teddy bear, shaggy look.
