I live in a condo development with rules about picking up after your dog and whatnot. I have no problem picking up the poo, I know that needs to be done, but the rules say the dogs are supposed to do their business on the pavement, not on the grass. Well, when I got Roxie she was trained to go on the grass. She will not go on the pavement. My neighbors keep yelling at us and I don't know what to do! Is there a way I can train her to go on the pavement? I have tried just standing out there with her on the pavement and telling her to "go potty", but she refuses.

I don't want all my neighbors to be angry with me, but I am so annoyed right now. I have seen everyone else's dog pee on the grass...but we seem to be the ones who keep getting "caught".
