Default Feeding two dogs

Okay, I need a little advice. I have a 17 month, 3 lb 1 oz, little girl (Ally) and a 4.5 month, 2 lb 4.5 oz new baby girl (Tia). Ally doesn't like to eat. She truly thinks it's a chore to eat; it's like asking a child to clean their room. Tia loves to eat. If somebody else gets something, she's right there to get her share. Right now they are separated because of ringworm, but within a month they will be back together. I leave food down all day for Ally and watch her food intake and am monitoring/measuring Tia's food intake. Does anybody have suggestions on food dishes when they get back together? I don't want to pick up Ally's dish, because she WILL NOT eat. Do I teach Tia not to eat out of Ally's dish? When I first got Tia, I had to pick her up so Ally could eat. She just moved right in and Ally would walk away.
