Do you actually go out with him and make sure he goes potty and poo? You should give him no more than 5 minutes to potty. And no play time until he does. If he does not go potty then you bring him in and put him in his crate for about 13 -20 minutes and take him out again. Do this until he goes, and then praise the heck out of him when he goes.

He really needs time to adjust to this new place and new people. He will get better, just be consistent
