I really don't have a problem when they wear clothes. But my 2 have more of silky type of hair. Hot Rod hates to be combed/brushed as well. I just try to grab a piece of hair close to his body and then comb/brush it so it doesn't pull on him. He seems to tolerate this better. I know that the detangler I use keeps their hair pretty smooth and silky for a couple of days. a very little of the poduct definitely goes a long way. What type of hair does yours have? Do they have a thick coat or curly? Maybe a comb with rotating teeth might help or a wider teeth spread?
