Unless Hot Rod and/or Maggie May are just getting dunked into the water to get cooled off, they have their life vests on. You are so right, anything can happen and quickly.
When Hot Rod was doing his water therapy after his surgery, we had Maggie in the hot tub too and you could see when she was getting tired...she actually slowed down paddling and just about stopped paddling on her own so I can only imagine if she didn't have her vest on.
We have always put their vests on anytime they go into the water and away from the boat.
