If they are staffed 24 hours and they want him to stay, then that's fine although I have no idea why they consider it necessary for an indoor dog...
If nobody is there overnight, it is pointless and unsafe (unless again the dog is just going to be put out in the back yard all night and ignored or whatever which obv. is not the case here).
