Some folks take general rules very strictly...

If your mom doesn't have dogs (or at the very least, she has them and their shots are up to date), and has a private yard, then going for a visit to see "Grandma" wouldn't be a problem. The problem is having an unprotected pup (vaccine-wise) being exposed to possible disease. Even just walking down the street, sniffing where other dogs have been, is sufficient to get them sick.

The waiting another 7-10 days after the last set of shots is to ensure that they've had time to take effect and the pup has achieved sufficient immunity to fight off disease.

Puppies are babies in every sense of the word and need protection from the big, bad, germy world out there.
