 personally i'd take him in.  It doesn't matter that the ER docs don't know his case, that's what records are for and if the ER is the same hospital as the surgeon then they should have everything they need.   The vet needs to try to pass a catheter to see if there is anything blocking the urethra.  If he can't get it in or if its hard to get in then an x-ray should be taken.  an x-ray definitely should be taken if one wasn't done after the surgery.  hopefully they got all the stones out and its not that kind of problem.
