I don't think letting urine build up for 24 hours is a good idea.
Did the receptionist answer your question or did they ask the vet?
I would call an ER facility and talk to a vet there if he is continuing to strain.
Straining and then getting urine out is one thing, but straining and only producing a couple drops does not sound good.
