Do you use the scent spray on your washable pads?
My boys are pee pad trained and I believe the reason I have never had problems with them going on rugs is that our disposable pads are treated with a scent. Thus, the boys can discern the difference between pee pads and rugs. The scent says, 'do your business here.'
