I don't have a magic answer, but Cooper too had trouble with going down the steps. My steps also slid around (even on carpet), so I build a heavy wood stand for it and nailed it to the stand. It became easier for him because he was more confident on it.

While he was elevated on the bed, i put a treat on the highest step. Then, the second step. While on the second step I made him stay while i put a treat on the lowest step. Slowly but surely it started working.
