Instead of down, try a different type of correction. I use a double clap (it distracts my pup from his naughty act) followed by a firm "No." No yelling, just a firm "No." For biting, if she bites you, do what your maltese does, don't engage her. In other words don't encourage the biting.
The stuffed animal I suggested is different. It's suppose to be "live" company for them, but there is another dog in the house, so I wouldn't spend my money on something like that.
