When a person breeds they have to keep the dogs they have, and the ones they're about to bring into the world, in mind. Overall health and the improvement of breed is what matters. When a breeder only focuses on one aspect, whether size, facial features, short legs, or whatever, they tend to ignore the overall picture. In order to answer your question, you would have to research lines many generations back. If you are looking for someone to say, "Hey, the lines from *So-N-So* Kennel have bitches that free whelp dogs that grow no more than 2 lbs," it's not gonna happen.
