It's okay for indoor/outdoor potty. Sydney does this and so does my parents' Yorkie Ginger. Both girls learned outdoors and indoors. If you want to switch, gradually move the potty pads toward the door you would like your doggie to use. Eventually, move the potty pad out the door to where you want your doggie to go potty. Again, this is a gradual move. Even if she's getting it, don't move the pads until she hits it 100% of the time. Then move to the next spot just ahead of the potty pad.
