She doesn't mind wearing her harness or dragging her leash around, but the second I pick it up, she'll plant her feet. Goodies and praises haven't worked. I also tried pulling her and no success. She'll walk for just a tiny bit while tied to my other Yorkie's leash so she thinks the other dog is walking her. The pack mentality hasn't worked either--she doesn't want to walk with the other 2 Yorkies that I have. She does follow me while she drags her leash, but it isn't safe because she runs out to greet any dog or person that she spots.

Any suggestions??
