I also don't think the USDA does its job in terms of Puppy Mills - NOT.AT.ALL.
In fact, this is what often happens:
1. USDA Inspector visits miller and gives some warnings/citations/violations during inspection
2. Deadline is established for "problems/issues" to be fixed by miller
3. Miller kills the dogs who the inspector notes as having the violations (instead of healing the dogs)
4. Inspector returns for follow-up, notes "problem" is no longer there, considers violations "FIXED"
5. Repeat a million times
