You don't have to yell at the person. They might only be looking for a deposit, or they might just be ignorant (shouldn't breed in that case, but too late now). Anyway, you could just say as a concerned citizen, you would like them to know that puppies shouldn't be taken from their mothers at such a young age, and hope that they are keeping the puppy until she reaches 12 weeks of age. If they get angry, you can always hang up on them. They can't hurt you.
