My yorkie has thin silky hair so no pro with her but my maltese is a constant battle.
A few weeks ago I dress her up and when I took her dress off it was a mess of matts. I'm brushing her constantly but she still has lots of matts. I don't want to shave her but if I have too I will. But she is loving the brushing time
