I would suggest that before you actively try to acquire a Yorkie, you take the time to do some serious research and educating yourself on the breed. It will only better prepare you and help you make a more informed decision in the long run. It will help you avoid being scammed again and arm you with vital info, such as the negative connotations associated with the term "teacup."
If you are only willing to spend a small amount, then checking with rescues and shelters is likely going to be your best option. Breeders have lots of costs they have to cover, so naturally, a pup from a reputable breeder would be considerably more.
