Lizzie use to do this. Every single time I got the leash and halter out. I finally dug in my heals and when I got the leash and halter out, I would just stand there while she went berserk running around. I'd repeatedly ask the question if she wanted to go with me and to let me put her leash on, until she finally, sort of came up to me and let me put it on, although at first I did have to go to her a little. Now she knows that we don't go anywhere and I won't move until she comes to me and lets me put the halter on. The first couple times it took her forever to realize what the deal was, so if you try this, give yourself plenty of time. She still does a happy run, but it a quick one.
